What is an energy passport?

An energy passport (also known as an energy performance certificate) is an official document that contains the calculated annual energy consumption values of a building, its energy rating class (from A+ to G), and professional recommendations for improving energy efficiency.

This document is mandatory for all newly constructed buildings, as well as existing structures undergoing reconstruction, adaptation, renovation, or energy rehabilitation – with the exception of buildings specifically exempt from this requirement by law. It constitutes an essential part of the technical documentation submitted when applying for a building usage permit.

Legal framework and regulations

Energy certification of buildings in Serbia is regulated by the Law on Planning and Construction and accompanying regulations that precisely define the obligations of owners and investors regarding the energy efficiency of buildings.

According to current regulations, an energy passport is mandatory for all new buildings, as well as existing buildings that are being reconstructed, adapted, or energy-renovated. Without an energy passport, it is not possible to obtain a usage permit.

The Regulation on Energy Efficiency of Buildings and the Regulation on Conditions, Content, and Method of Issuing Energy Performance Certificates precisely define the following obligations:

  • All newly constructed buildings must have an energy passport before issuance of a usage permit
  • Existing buildings undergoing reconstruction, adaptation, or renovation are subject to mandatory energy certification
  • When selling or leasing a property, the owner is obligated to present the energy passport to the buyer or tenant
  • Energy passports are issued exclusively by authorized entities with licensed engineers of the appropriate profession
  • An energy passport is valid for 10 years from the date of issuance, after which it must be renewed
